The CM9000 is capable of TMO (through a Tetra network), DMO (back to back), DMO repeater and DMO to TMO gateway.
It depends on what the original customer ordered as to what the radio will be capable of. There are three main variants commonly found for sale:
Ex-Airwave Network
Most of the units I see for sale now are totally useless because they are 380-400MHz ex-Airwave examples, and as a result, can't be used on the UHF amateur radio frequencies in the UK.
Ex-Dolphin Network
From time to time I see the odd D200 which is just a CM9000 with custom firmware built specifically for the Dolphin network. These are stuck on TMO mode so unless you have access to a TMO network, avoid these!
Ex-commercial
These are usually 410-430MHz with 10w output power. Occasionally these will have the DMO repeater option activated.
I have had some success in the past realigning these sets to around 30 Watts.
